In March 2014, a federal administrative judge dismissed a $10,000 fine against Raphael Pirker for carelessly operating a drone on the campus of University of Virginia in 2011.
The NTSB ruled on Monday that the FAA regulations should apply to unmanned aircraft systems. The NTSB agreed that the RiteWing Zephyr II aircraft operated by Mr. Pirker was used carelessly or in a reckless manner that endangered the life or property of other individuals.
