In recent tests to determine levels of compliance with U.K. regulations, 40% of toys were deemed non-compliant. For the research, 15 different high price range toys were selected in educational, outdoor, and musical categories. Failure was related to chemical content or labeling issues. The tests considered both the Restriction of Hazardous Substances (RoHS), which restricts the use of lead and other hazardous substances in electrical and electronic equipment, and the Battery Accumulators Directives. Considering the relatively small sample size and the high failure rate, it is clear that additional testing will be needed.
