The Federal Communications Commission has proposed a plan to make more of the spectrum available for fixed wireless broadband, carrier-grade small cell deployments and general consumer use. The proposed plan, Citizens Broadband Radio Service, has recommended making the 150 MHz spectrum available in the 3.5 GHz band.

The Federal Communication’s Connect America Fund has authorized over $32 million in funding to provide new broadband access to over 42,000 unserved homes and businesses in Alaska, Hawaii and Puerto Rico. This will now allow 100,000 people the ability to connect to broadband service.

In this article, a time-domain EMI measurement system for the frequency range from 10 Hz to 40 GHz is presented. Signals with a frequency of up to 1.1 GHz are sampled by an ultra-fast floating-point analog-to-digital-converter (ADC) and processed in real-time on a field-programmable-gatearray (FPGA). An ultra-broadband multi-stage down-converter allows for the measurement of signals with frequencies up to 40 GHz. Measurement times can be reduced by several orders of magnitude compared to traditional EMI-receivers that work in frequency-domain.
