Spectrum Sharing “Model City” Being Considered by NTIA and FCC’s Office Engineering and Technology

The National Telecommunications & Information Administration (NTIA) and the FCC’s Office of Engineering and Technology (OET) have issued a Joint Public Notice to request comments on the development of a “model city” to test and evaluate techniques that would make more spectrum available for commercial mobile broadband applications.

In 2012, the President’s Council of Advisors on Science and Technology (PCAST) released a report of recommendations on how to fully utilize the potential of the government-held spectrum by enabling spectrum sharing. One of the recommendations was to create an urban test city environment to perform real-world testing of dynamic sharing principles and technologies. The NTIA and OET are requesting comments on the PCAST’s proposal for a “model city”. Suggestions on how to create, support and manage the program, as well as what steps the two organizations could take to demonstrate and test sharing technologies are requested.
