FCC Publishes NPRM for AI-Generated Robocalls/Robotexts

As expected, the U.S. Federal Communications Commission (FCC) has published a formal version of its rules to address the growing use of artificial intelligence (AI) in generating robocalls.

The FCC’s Notice of Proposed Rulemaking (NPRM) requires that callers initiating robocalls disclose any use of tools that generate an artificial or prerecorded voice using computational technology or other machine learning in the creation of those calls. Further, the proposed rules require callers to disclose to consumers when they receive AI-generated calls and to provide them with the opportunity to consent or decline to receive such calls.

Finally, the proposed rules include protections to support the continued use of AI technologies to assist those with disabilities in taking full advantage of the telecommunications network.
