EU Proposes Revisions to REACH Annex

The Commission of the European Union (EU) has sent to the World Trade Organization (WTO) a proposal to revise Annex XVII of its Regulation on the Evaluation, Authorisation, and Restriction of Chemicals (REACH) (Regulation (EC) No 1907/2006.

The proposed changes address carcinogenic, mutagenic or reproductive toxicant (CMR) substances, as well as persistent organic pollutants and certain liquid substances or mixtures. The proposed changes also cover certain carcinogenic, mutagenic or reproductive substances found in devices covered separately under the EU’s Medical Device Regulation (Regulation (EU) 2017/745).

The draft regulation to revise Annex XVII also includes proposed effective dates that are specific to individual substances identified in the Annex, with most being not earlier than 1 October 2021.
