EU Commission Modifies REACH Regulation on CMR Substances

The Commission of the European Union (EU) has amended portions of its regulation on the registration, evaluation, authorization, and restriction of chemicals (Regulation (EC) No 1907/2006, also known as REACH) in connection with the classification of certain substances deemed to be carcinogenic, mutagenic, or reproductive toxicant (CMR) substances.

Published in the Official Journal of the European Union, Commission Regulation (EU) 2021/2204 amends the text of Annex XVII of the REACH regulation to include nearly 30 additional substances. The substances added to Annex XVII were reclassified as CMR substances under previously released EU Regulations and Delegated Regulations, but their reclassification was not reflected in the REACH Regulation until now.

The changes in the classification of substances in Point (1) and Point (2), and certain substances in Point (3) of the Annex as amended in 2021/2201 apply as of 1 March 2022, while classification changes of other substances in Point (3) apply as of 17 December 2022.
